How can congregations best use online banking?

It seems as though there is a conflict between audit constraints and the use of online banking. Specifically, can a Financial Manager, who can not sign checks, be given access to online banking for the purpose of observing the up to date status of accounts without being involved with transferring funds? It appears that in our present bank the only way someone at our church can have access to online banking is that they also can then transfer funds. Any other set up involves fees. Are we just using the wrong bank? Are all banks like this?
